According to CBSE sources, despite their best efforts they have not been able to sort out the discrepancies in the CCE reports sent by some of the schools. "It's a taking longer than expected to sort this issue out and that is why we are not able to definitely say when we will be able to release the results. Now our target is to release the result in the next working day, that's Monday, May 30," said a CBSE official.

What has landed CBSE in trouble is the newly introduced system of CCE in Class X and the twin School-based and Board-based examinations. Scholarship

The award of Merit Scholarship for Single Girl Child commenced from 2006 examination and shall be awarded to Indian Nationals only.
The number of scholarships shall be variable and shall be awarded to all such Single Girl students who have secured minimum Grade Point 7 in all the five subjects(excluding the 6th additional subject) at the Secondary School Examination.
Value of each scholarship shall be as decided by the Board from time to time tenable for twenty four months.
The scholarship shall be renewable on year to year basis and shall depend on promotion of the student to the next higher class with 50% or more marks in aggregate.

The payment of scholarship shall be made through transfer to the account of the candidate in any nationalized bank.

The Scholarship will be tenable for a period not exceeding two years after the Secondary School Examination, conducted by the Board/Senior Secondary School affiliated to the Board which was the basis for award of scholarship to the awardee.

Improvement of Performance

SECONDARY EXAMINATION

A candidate obtaining Grades E1 or E2 in any or all the five subjects(excluding the 6th additional subject) under Scholastic Area A, as per the scheme of studies, jointly examined by the School and Board shall be eligible for Improvement of Performance in any or all the five subjects.

SECONDARY/SENIOR SCHOOL CERTIFICATE EXAMINATION

Syllabi and courses shall be the same as applicable for the candidates of full subjects appearing at the examination in the year concerned. A candidate who has appeared for the Secondary School Examination conducted by the Board and obtained Grades E1 or E2 in any or all the five subjects(excluding the 6th additional subject) under Scholastic Area A, as the Scheme of Studies, shall be eligible for improving his/her performance in any or all the five subjects and may reappear at the subsequent attempts, at the examination conducted by the Board. The candidate will be issued Statement of Subject wise Performance/Certificate of School-Based Assessment provided she/he obtains minimum Grade D in at least five subjects(excluding the 6th additional subject) as per the Scheme of Studies and grades in the subjects under Scholastic Area B and Co-scholastic Areas.

(i) (c) A candidate who has appeared for the Secondary School Examination conducted by the Senior Secondary School affiliated to the Board and obtained Grades E1 or E2 in any or all the five subjects(excluding the 6th additional subject) under Scholastic Area A, as per the Scheme of Studies, shall be eligible for improving his performance in any or all the five subjects and may reappear at the only attempt, at the examination conducted by the Senior Secondary School affiliated to the Board. The candidate will be issued Certificate of School- Based Assessment provided he obtains minimum Grade D in at least five subjects(excluding the 6th additional subject) as per the Scheme of Studies and grades in the subjects under Scholastic Area B and Co-scholastic Areas.

ii) (b) A candidate who fails to obtain minimum Grade D in the five subjects(excluding the 6th additional subject) under Scholastic Area A at one or all the chances of Improvement of Performance at the Secondary School Examination shall be treated to have not qualified the examination and shall be required to reappear in all the subjects at the subsequent examination to be held in March of the subsequent year as per syllabi and courses laid down for Summative Assessment II for the year of examination concerned, in order to qualify the examination. The candidates' grades obtained in all the Formative Assessments and Summative Assessment I at the Main examination shall be carried over till all the chances of Improvement of Performance.

A candidate who fails to obtain minimum Grade D in the five subjects(excluding the 6th additional subject) under Scholastic Area A at the Secondary School Examination conducted by the Board shall be provisionally admitted to class XI till he takes in the subsequent first chance Improvement of Performance to be held that year. His/her admission shall be treated as cancelled if he fails to obtain minimum Grade D in the five subjects(excluding the 6th additional subject) under Scholastic Area A at the first chance Improvement of Performance.

(v) (b) A candidate who fails to obtain minimum Grade D in the five subjects(excluding the 6th additional subject) under Scholastic Area A at the Secondary School Examination conducted by the Senior Secondary School affiliated to the Board shall be provisionally admitted to class XI till he takes in the Improvement of Performance examination to be held that year. His/her admission shall be treated as cancelled if he fails to obtain minimum Grade D in the five subjects(excluding the 6th additional subject) under Scholastic Area A.

A candidate will be eligible to get the Qualifying Certificate, if he/she gets a minimum Grade D in all the five subjects(excluding the 6th additional subject) under Scholastic Area A in the main or at the subsequent five/one attempt(s) of Improvement of Performance, as the case may be, and grades in the subjects under Scholastic Area B and Co-scholastic Areas as stipulated in the Scheme of Studies.

In order to be eligible to qualify Class IX examination a candidate shall have to obtain minimum Grade D in all the five subjects(excluding the 6th additional subject) under Scholastic Area A as well as grades in subjects under Scholastic Area B, as stipulated in the Scheme of Studies, at the main or the subsequent improvement of Performance attempt.

A candidate for All India/Delhi Secondary School Examination should have :

(a) Passed the Middle School Examination(class VIII) of a Board or of an affiliated/recognised school at least two years earlier than the year in which he would take Secondary(Class X) examination conducted by the Board/Senior Secondary School affiliated to the Board;

(c) Passed Class IX examination from a school recognized by/affiliated to any other recognized Board in India atleast one year earlier than the year in which she/he would take the Secondary(Class X) examination conducted by the Board/Senior Secondary school affiliated to the Board.

Scheme of the Continuous and Comprehensive Evaluation shall be as under:

i) there shall be no Board Examination at Secondary(Class X) level w.e.f. 2011 for students studying in the schools affiliated to the Board upto Senior Secondary level and do not wish to move out of the CBSE system after Class X from those schools;

ii) students of Senior Secondary Schools who wish to move out of the CBSE system after Class X (Pre-University, Vocational course, Change of Board etc.) shall be required to take the Board's External Examination at Secondary(Class X) level,

iii) students studying in schools affiliated to the Board upto Secondary level shall be required to appear in External Examination conducted by the Board as they shall have to leave the school after Class X,

The above provisions shall be subject to periodical checks by the Board in respect of such schools/candidates appearing for Examination as defined at (i) above.

CBSE Class 12th Admission Eligibility Criteria

(b) Has secured grades in subjects under Scholastic Area B and Co-scholastic areas at the Secondary School(Class X) Examination referred to at (a) above.

Admission to class XI in a school shall be open only to such a student who has:

(a) obtained minimum Grade D in at least five subjects(excluding the 6th additional subject) under Scholastic Area A as per the Scheme of Studies and a Qualifying Certificate at the Secondary School (Class X) Examination conducted by this Board/Senior Secondary School affiliated to this Board;

(b) has passed an equivalent examination conducted by any other recognised Board of Secondary Education/Indian University and recognised by this Board as equivalent to its secondary school examination; and

Notwithstanding anything contained in the rules above, Chairman shall have the powers to permit admission in Class XI in respect of such students who have opted for not appearing for the Secondary School examination conducted by the Board but changing school after passing the Secondary School examination conducted by a Senior Secondary school affiliated to the Board on grounds of shifting of family from one place to another, transfer of parent(s), for better academic performance or on medical grounds etc. to avoid undue hardship to the candidate(s).

A student shall not be allowed to migrate from one "School" to another during the session after his name has been sent up for the Secondary School(Class X) and Senior School Certificate(Class XII) Examinations conducted by the Board. This condition may be waived only in special circumstances by the Chairman.

Optional Proficiency Test for Class X

It will be optional in nature. Only those students who wish to take this test willingly may appear.
There will be separate test in each of the five main subjects viz English, Hindi, Social Science, Mathematics and Science.
A student may appear in one or more subject (s) according to his/her choice. One test will be held on a single day.
It will be a paper-pen test to be administered on the same day across all willing schools in the country.
The proposed proficiency test is likely to be conducted in the month of May/June next year (2011).The exact schedule will be notified later.
Students wishing to appear in the test will have to pay separate examination fee for the same. This fee is likely to be in the range of Rs.500/- to Rs.1000/- for all the subjects. The schools will be informed about the exact amount of fee and its submission mode at a later stage.
Any student studying in Secondary or Senior secondary school affiliated to CBSE and has appeared in Class-X final examination (School conducted or Board conducted ) is eligible for this test.
Students appearing in the optional proficiency test will be issued a joint certificate by CBSE and the collaborating agency indicating percentile rank.

The government of India proclaimed that it is going to introduce a Grading System in all CBSE schools and make Class 10th board examinations optional from coming session 2010-11. The students studying in current academic session 2009-10 will however need to attend board examinations.

This 9 point grade system scales ranges from exceptional to unsatisfactory, and scales with A1, A2, B2, C1, C2, D, E1, and E2. As per the sources, the Central Board of Secondary Education has created a format for aptitude examination which the schools will use to test Class 10 students in every subject, on their level. This emphasis will however be on CCE (Continuous and Comprehensive Evaluation) throughout the year, in place of single public examination at the end of session.

CGPA is an average of the grade points gained in all subjects, except for the additional sixth subject according to Scheme of Studies. CGPA stands for Cumulative Grade Point Average and students will be able to calculate their CGPA to percentage using a CGPA calculator.

With government’s decision to replace marks with grading system from the current year onward, the expectations, anxiety level and stress among students and parents is likely to be minimal.

Those who get Qualifying Certificates shall be eligible for admission in higher classes.

The schools affiliated with the Board follow different practices suitable in their own context. They may continue to do so. However, in view of demand by a number of schools, illustrative guidelines for deciding combination of subjects at Class XI are given below:

The admission can be based on CGPA (overall indicative percentage of marks) and subject wise GP (subject wise indicative percentage of marks).

In case of tie in CGPA (overall indicative percentage of marks), the inter-se-merit of such candidates may be determined in order of preference based on subject wise Grade Point (subject wise indicative percentage of marks).

For example : In case of two or more candidates obtaining equal CGPA (overall indicative percentage of marks ), the inter-se-merit of such candidates may be determined as follows :

(a) For Science based Courses :
Candidates obtaining higher CGPA (indicative percentage of marks) in one compulsory language (Better of English/ Hindi), Mathematics and Science.

(b) For Commerce based Courses with Mathematics :
Candidates obtaining higher CGPA (indicative percentage of marks) in one compulsory language (Better of English/ Hindi), Mathematics and Science/ Social
Science.

(c) For Commerce based Courses without Mathematics :

Candidates obtaining higher CGPA (indicative percentage of marks) in one compulsory language (Better of English/ Hindi), Science and Social Science.

(d) For Humanities based Courses :

CBSE Results Using Website:

Class XII Results: CBSE will announce the Class 12th 2010 Exam results on 19th may (Chennai Region) and results of other regions may take 1-2 days.Students can visit the website cbseresults.nic.in for results and further information.

CBSE X Results: As per the sources CBSE will announce the Class 10th 2010 Exam results on after 4-5 days from the XII results.Students can visit the website cbseresults.nic.in for results and further information.

CBSE Results By Email:

Class XII: For the first time, CBSE started a service of providing Class 12 results 2010 on student's email address.They just need to enter roll number, name and obviously an email id.

Right to Education

The Act makes it mandatory for every child between the ages of 6-14 to be provided for education by the State. This means that such child does not have to pay a single penny as regards books, uniforms etc… too.
Any time of the academic year, a child can go to a school and demand that this right be respected.
Private education institutions have to reserve 25% of their seats starting from class I in 2011 to disadvantaged students.
Strict criteria for the qualification of teachers. There is a requirement of a teacher student ration of 1:30 at each of these schools that ought to be met within a given time frame.
The schools need to have certain minimum facilities like adequate teachers, playground and infrastructure. The government will evolve some mechanism to help marginalised schools comply with the provisions of the Act.
There is anew concept of ‘neighbourhood schools’ that has been devised. This is similar to the model in the United States. This would imply that the state government and local authorities will establish primary schools within walking distance of one km of the neighbourhood. In case of children for Class VI to VIII, the school should be within a walking distance of three km of the neighbourhood.
Unaided and private schools shall ensure that children from weaker sections and disadvantaged groups shall not be segregated from the other children in the classrooms nor shall their classes be held at places and timings different from the classes held for the other children.

CBSE Improvement Exams Rules and Procedure for Class 12th and 10th Students

RULES FOR IMPROVEMENT OF PERFORMANCE IN CBSE EXAMS

1) The candidates who have passed an examination of the Board may reappear at the examination in the succeding year for improving their performance in a subject(s) or in the whole examination except failing subject provided they have not pursued higher studies in the meantime, candidate who has passed under vocation stream can re-appear in the succeding year or in the following year they should appear as private candidate. Those reappearing in the whole examination and if permitted by the school may appear as regular school candidate in full subject also. However, the candidates shall not be allowed for improvement of performance after a lapse of one year after passing the examination under any circumstances.

2) The last date for submission of form and fee for the improvement examination shall be the same as prescribed for regular or private candidates as the case may be.

3) The mark sheet and certificate need not be surrendered by the candidate to the Board while submitting their application form for improvement of performance.

4) The candidates will be issued a mark-sheet indicating their performance for improvement examination. No fresh certificate will be issued.

5) Candidates appearing at Second/Fourth chance Compartment Examination to be held in March/April will not be eligible for improvement of his/her performance in any other subject along with the compartment subject.

6) Candidates cannot appear for improvement of performance and Additional subject together in which he/she has not appeared in the previous year.

7) Candidate appearing for improvement in the Subject (s), involving practicals will have to appear only in theory Examination. The old marks of practical will be taken into account .

8) In the subject(s) where Practical Examination is involved, seperate pass in theory & Practical examination as also in the aggregate of the two will be compulsory.

A total of 3.85 lakh candidates appeared in JEE-2009 which was conducted by seven of the IITs on April 12. Last-minute tips students can follow

Stay focussed and maintain a positive attitude

Develop speed. Refer to reputed mock-test series to build a winning exam temperament. Solve the past year’s IIT-JEE papers.

Remember it is quality of time spent and not the quantity alone. Hence give short breaks of 5 to 10 minutes every 1-2 hours of serious study. Completely relax when you take a break. Practice meditation to develop inner calm, poise, confidence and power of concentration.

Don’t overstress yourself. Five to six hours of sleep every night is a must, especially three-four days before IIT-JEE to keep yourself physically and mentally fit. While short naps may help to regain freshness, avoid over-sleeping during the day.

Finally, don’t be nervous if you find the paper tough since it is the relative performance that counts. Put your best analytical mind to work, and believe in your preparation.

For the more studious candidates, countdown to JEE begins two years before the exam date. But as the days close in, precious small tips get really handy to ease the pressure that piles up before the D-Day.

Vivek Sinha, senior manager of a coaching class that has units across the country, said they have been advising students to focus on revising the steps of important formulas and zero in on a strategy, based on their strength and weakness of a subject. "Once the papers are given out, start by answering the questions you are absolutely sure about. Also, make an estimate of how many questions to attempt in order to get the desired rank, based on previous year's analysis available on IIT websites,'' Sinha added.

On Sunday, there will be two paper each containing a mixed-bag of questions in physics, chemistry and maths. The first paper will be held from 9 am to noon and the second one will be from 2 pm to 5 pm. Questions will be objective in nature and incorrect answers will invite negative marks. The results will be declared on May 25.

B V Rao, head of a coaching class that works out of Mumbai as well as Kota, said students should stay calm and sleep well before the exam. "We recommend that during the break between two exams, students don't discuss the test they had just taken. Parents should also not dissect the paper and check their children's answers and count their scores,'' he added. Concurring with Rao, Praveen Tyagi, head of another class, said students mostly complain of mental exhaustion during the second paper. "Most of them say their thought process slows down in the last one-and-a-half hour of the second paper. So we ask our students to sleep during the break. Lastly, I feel that every student must fight for that last one mark. They mustn't give up,'' added Tyagi.

A decent breakfast is a must before they going for an exam. "Students travelling by train must leave well in advance so that they reach the centre by 8.30 am,'' he added

Class XII Board students were seen relaxed on Thursday after they finished their Maths paper. However, some students had confusion with few questions that were either wrong or had printing errors.

Majority of the students found the paper easy, as many questions were directly taken from the NCERT (National Council of Educational Research and Training) textbook. The students did not even realize the errors in the questions at the time of exam but when they reviewed the paper they were disappointed, observing the mistakes.

"I found the paper easy but it took me long to complete the calculations, which made it lengthy. I never realized that there was a mistake in the paper," said a student from Ryan International School, Mayur Vihar.

Many Maths teachers also claimed errors in the question papers. According to a teacher, "One question in each set was wrong as the binary operation required to be solved in it was not binary in the first place."

''This question is given in the NCERT textbook with a wrong solution. The examiner apparently just picked the question without verifying it, leaving lakhs of students at a loss in the exam,'' said a Maths tutor. The question carried four marks. There were 29 questions in total.

The question on linear programming in all the sets confused many students. ''The question had two answers - one of them in decimals. This made it difficult for students to reach a conclusion, said a Delhi-based school teacher.

However, many teachers and parents are expecting that students might get a full 100 in this paper if the Central Board of Secondary Education (CBSE) gives grace marks.

A question given in class 10 Mathematics Question Paper 2009 in Set 3 for construction of a Triangle is seems to be wrong. The same question in other sets can be answered. This questions is given below for reference.

Q.19 Construct a triangle ABC in which BC=6.5 cm and AB=4.5 cm and angle ACB=60. construct another triangle similar to triangle ABC such that each side of new triangle is 4/5 of the corresponding sides of triangle ABC.

Such questions consume a lot of time to think and the students get depressed and demoralised. Some times it affects the marks of high achievers as they work hard to get 100 percent.

CBSE must make proper arrangement to recheck the question papers before these are printed.

A similar case is seen in Social Science Paper Where the image was not recognisable and many students did it wrong.

The Central Board of Secondary Education (CBSE) has admitted to a printing error in a mathematics question set by it for the Class 10 board examination and said students who attempted it would not unnecessarily lose marks.

“There was a problem in this particular question. Consideration will be given to the students in the marking scheme,” M.C. Sharma, controller of examinations, CBSE, a day after many students protested that the question in the third set of mathematics papers was wrong.

Calling the error a “typographic misprint”, Sharma added: “A panel of experts in the subject will meet on Monday. Accordingly, a decision would be taken on the marking scheme.”

Thousands of students sat for their Class 10 CBSE maths exam in centres across the country and abroad Saturday. Many found the paper “tough” while others felt the questions were “indirect”.

However, controversy has arisen over question 19 in the third set - different students are given different sets of question papers to avoid cheating - as students said it provided incorrect dimensions that would yield no solution.

Question 19 of the third set required the construction of a triangle similar to a given triangle.

“If we used the given angle, the dimension of one of the given sides fell short. In the other two sets, the angle was marked differently in a similarly framed question,” said Aman Sehgal, a student who sat for the exam.

As anxious students and parents spoke with the teachers concerned to tackle the problem, CBSE officials admitted that there was a mistake.

This year over 1.45 million students are sitting for the board examinations at over 5,000 centres spread across the country and abroad. Of them, 824,438 students are Class 10 students and 637,578 students are of Class 12.

Officers (JTOs) through a competitive examination to be held on 15.06.2008 on All India basis from amongst qualified graduate engineers. The details of reservation position is as under:-

Eligibility :

a) Nationality : Only Indian Nationals would be eligible to apply.
b) Educational Qualifications: Applicant must possess as on 23.03.2008 Bachelor of Engineering/Bachelor of Technology or equivalent Engineering degree in any of the following disciplines from a recognized engineering college/university:
i. Telecommunication,
ii. Electronics,
iii. Radio,
iv. Computer,
v. Electrical.

Selection for a Particular Circle & Service liability :

The BSNL comprises a number of territorial Circles and functional Circles. The recruitment will be made centrally by BSNL and JTOs so recruited will be allotted territorial/functional Circles depending on vacancies, their choice and merit. A list of the existing territorial Circles, their respective headquarters etc.,

The Junior Telecom Officer is a Circle-based Cadre and the candidates would be selected against the vacancies in a particular Circle and required to serve minimum of 5 years in that particular Circle only or until they are promoted to All India Cadre, whichever is earlier. However, the officers are liable to be transferred anywhere in India in the interest of service. Applicants shall have the option to be considered for a particular Circle [out of Annexure ‘A’ Circles] of his/her choice in order of preference given by him/her in the application for examination. Option once exercised shall be final. Change of Circle afterwards would not be allowed. The applicants should exercise their option very carefully and indicate their choice of Circles in order of their preference. Applicants may opt for 5 [Five] Circles in order of their preference from amongst the Circles at Annexure-‘A’. If applicants have opted for 5 Circles in order of their preference then applicants shall give “Any where in India” as their sixth choice but if the number of Circles opted in order of their preference is less than 5 then one of option shall be “Any where in India”. In case it is not possible to accommodate them in any of the Circles of their choice, they shall be posted to any of the Circles where vacancies are available.

A successful applicant will, however, get appointment in the Circle of choice strictly depending upon his/her position in the merit-list drawn on the basis of his/her performance in the All India competitive examination and the number of vacancies available in the Circles. In case an applicant does not indicate his/her preference of Circle, he/she will be allotted the Circle wherever the vacancies remain unfilled irrespective of his/her position in the merit-list solely as per requirements of BSNL.

The above notwithstanding, BSNL has, however, the right to post any selected J.T.O. to any of the Circles either temporarily or on permanent basis. The decision of BSNL in this regard shall be final and binding. The service conditions, seniority etc. of selected candidates will be determined as per prevailing rules of the Corporation from time to time.

c) Age: The applicant should not be more than 30 years of age on the closing date for receipt of applications from candidates. However, this age is relaxable as per standing instructions on this subject for:-

i) Govt. servants upto 5 years in accordance with the instructions or orders issued by the Central Govt.;

ii) BSNL employees upto 5 years in accordance with the instructions or
orders issued by the BSNL;

iii) For Scheduled Castes & Scheduled Tribes upto 5 years;

iv) For OBC Candidates upto 3 years;

v) For PH candidates upto 10 years ; (15 years for SC/ST and 13 years for OBC)

vi) For certain other categories like ex-servicemen, displaced persons from East Pakistan[now Bangladesh], repatriates from Burma and Ceylon [now Srilanka],residents of Goa, Daman & Diu, persons migrated from Kenya, Uganda, Republic of Tanzania as per instructions issued by the Central Government from time to time in this regard.

(vii) For Residents of J&K – Relaxation shall be in accordance with DoP&T O.M. No.15012/7/1991-Estt.(D) dtd. 6.12.2005 pertaining to “Residents of State of Jammu and Kashmir (Relaxation of Upper Age Limit for Recruitment to Central Civil Services & Posts) Rules 1997”.

Further in respect of apprentices who have undergone apprentice training in BSNL successfully, there will be following provision:

(a) An apprentice will be required to compete in the common competitive examination conducted by BSNL along with other direct candidates and preference to the apprentices over non-apprentices direct candidates will be given only if apprentices secures equal place in merit in select zone and all other eligibility conditions being equal.

(b) The apprentices would not be required to get her/his name sponsored by any employment exchange.

(c) The apprentices would be entitled to age relaxation to the extent of the period for which the apprentice had undergone training as apprentice in the BSNL.

Mode of selection and nature of Question Paper :

The mode of selection is through an All India Competitive Examination. The examination will be of three hours duration. The Question Paper will be fully objective type with multiple options as answers to each question. The standard of paper in Engineering subjects will be that of Engineering Examination of an Indian University. The objective type examination shall be of 3 hours duration with one question paper containing 3 sections of Engineering Stream Section-I, Engineering Stream Section-II and General Ability Test Section-III. The Engineering Stream Section-I and Section-II would include 50 questions each and General Ability test Section-III would include 20 questions. However, there would be no separate time fixed for attempting the separate sections.

Minimum qualifying standards :

BSNL shall fix minimum qualifying marks for OC/OBC/SC/ST/PH candidates for each section as well as in the aggregate. Candidates obtaining less than minimum-qualifying marks in any of the sections or in aggregate shall not be considered for inclusion in the merit-list.

The merit-list will be drawn up depending on the vacancies and the choices indicated by the candidates. The appearance of the name in the merit-list does not confer any right to the candidate for employment. A final call letter/appointment letter will be issued to the candidate after completion of all other formalities.

Fee for examination and application form :

The specimen of the application form is included in this advertisement. Neatly typed [only on one side of paper] copy in A4 size [30 cms. X 20 cms.] may be used for making application. The completed application form should be sent by Registered post to the CGM concerned. The envelope containing application form should be marked “Application for graduate engineer J.T.O. examination-2007” in bold letters on top of the envelope.

Original advertisement or photocopy of the format in the advertisement must not be used for applying and in case a candidate submits such an application the same will not be entertained. The given application format must be separately typed.

An examination fee of Rs.500/- is payable in the form of demand draft drawn in favour of Senior Accounts Officer/Accounts Officer payable at the respective stations as given in Annexure ‘A’. The amount of fee shall not be accepted in any other form. Fees once paid shall NOT be refunded under any circumstances nor can it be held in reserve for any other examination or selection.

No Fee payable by SC/ST/PH :

Applicants belonging to SC/ST/PH categories only are exempted from the examination fee. In the case of Physically handicapped candidates, this exemption will, however, be available to only those handicapped persons who would otherwise be eligible for appointment to the post on the basis of the standards of medical fitness prescribed for the post (including any concessions specifically extended to the physically handicapped) and who enclose with the application form, a necessary certificate from a Govt. Hospital/Medical Board in support of his claim for being handicapped.

Travelling Allowance to SC/ST Candidates :

The applicants belonging to SC/ST categories will be entitled to T.A. as per provisions of Ministry of Finance(Deptt. of Expenditure) O.M. No.19014/3/77-E.IV (B) dtd. 17.02.1978.

Closing date for receipt of Application Forms :

Application forms complete in every respect must reach on or before 23.03.2008. Applications received after the closing date or not accompanied by the demand draft [wherever applicable] for the prescribed examination fee or incomplete in any respect shall be summarily rejected and no communication in respect of the rejected application forms shall be entertained. Fees paid shall also NOT be refunded. BSNL shall not be responsible for any postal delay.
The applicants would be admitted to the examination on the basis of the information furnished by them in their application form. They are, therefore, advised to ensure that they fulfill all eligibility conditions before applying. In case it is found at a later stage that the information furnished by an applicant is false or an applicant does not fulfill any of the eligibility conditions, the candidature of such applicants would be cancelled and no correspondence in this regard would be entertained. Issuance of an admit card for the examination will NOT confer any right for appointment. Appointment will be solely subject to fulfillment of all eligibility conditions.

Training and Bond :

All candidates provisionally recruited shall execute Bonds in the format specified by the BSNL indicating their willingness to serve the Circle allotted and Corporation for a period of at least 5 years from the date of their appointment as JTOs. All candidates shall, before their appointment as JTOs have to successfully undergo prescribed training as per the training plan laid down and amended by the Company from time to time.

a. Three identical passport size photographs out of which one should be pasted (not stapled or pinned) on the application form, duly attested, and the other two attached to the application (not to be pasted or attested)

Indian Statistical Institute (ISI) engages in the research, teaching, and application of statistics to the natural sciences and social sciences. Founded by Professor P.C. Mahalanobis in Kolkata in 1931, while statistics was a relatively new scientific field, the institute gained the status of an Institution of National Importance by an act of the Indian Parliament in 1959.

The Headquarters of ISI is located in the northern fringe of the metropolis of Kolkata, in Baranagar, in Bon-Hoogly not far from the Dunlop Bridge. Three other centres are located in Delhi, Bangalore and Chennai. The ISI's teaching activities are in Kolkata, Delhi and Bangalore, while other cities in India have branch offices engaged in projects and consultancy in Statistical Quality Control and Operations Research. Presently, ISI has a total annual expenditure of over Rs. 15,000,000 and employs 250 faculty members, and over 1,000 supporting staff.

The Present Director is Prof. Sankar Kumar Pal . The present Dean of Studies is Prof. Aditya Bagchi .

ISI is generally regarded as being the best Indian school in the few areas of its expertise namely statistics, mathematics, computer science, quantitative economics, operations research and information science and is considered to be one of the few research oriented Indian schools at both, the undergraduate and graduate level.

Objective

The major objectives of the Indian Statistical Institute, as stated in its Memorandum of Association, are:

To promote the study and dissemination of knowledge of Statistics, to develop statistical theory and methods, and their use in research and practical applications generally, with special reference to problems of planning of national development and social welfare;

To undertake research in various fields of natural and social sciences, with a view to the mutual development of Statistics and these sciences;

To provide for, and undertake, the collection of information, investigation, projects and operational research for purposes of planning and the improvement of efficiency of management and production.

Unity in Diversity is the motto of the Institute.

History

The Statistical Laboratory in the Presidency College, Kolkata was set up by Mahalanobis in the Physics Department of the college in 1920s. On 17 December 1931, the Indian Statistical Institute was founded as a learned society and was housed in the Statistical Laboratory. In 1931, Mahalanobis was the only person working for ISI and he managed it with an annual expenditure of Rs. 250. Many colleagues of Mahalanobis took an interest in statistics and the group grew in the Statistical Laboratory. A meeting was called on the 17 December 1931 with Pramatha Nath Banerji (Minto Professor of Economics), Nikhil Ranjan Sen (Khaira Professor of Applied Mathematics) and Sir R. N. Mukherji. This meeting led to the establishment of the Indian Statistical Institute (ISI), and formally registered on 28 April 1932 as a non-profit distributing learned society under the Societies Registration Act XXI of 1860.

Later, it was registered under the West Bengal Societies Registration Act XXVI of 1961 amended in 1964.The ISI was relocated to a property owned by Professor Mahalanobis, named "Amrapali", in Baranagar, North Kolkata.

It gradually grew with the pioneering work of a group of his colleagues including S. S. Bose, J. M. Sengupta, R. C. Bose, S. N. Roy, K. R. Nair, R. R. Bahadur, G. Kallianpur and D. B. Lahiri. The institute also gained major assistance through Pitamber Pant, who was a secretary to the Prime Minister Jawaharlal Nehru. Pant was trained in statistics at the Institute and took a keen interest in the institute.

In 1933, the journal Sankhya was also founded along the lines of Karl Pearson's Biometrika.

The Institute started a training section in 1938. Many of the early workers left the ISI for careers in the USA and with the government of India. Mahalanobis invited J. B. S. Haldane to join him at the ISI and Haldane joined as a Research Professor from August 1957 and stayed on until February 1961. He resigned from ISI due to frustrations with the administration and disagreements with Mahalanobis's administrative policies. He was also very concerned with the frequent travels and absence of the director and wrote The journeyings of our Director define a novel random vector. Haldane however helped the ISI grow in biometrics.

In 1959 the Institute was declared as an Institute of national importance and a deemed university.

Later, ISI expanded to locations in New Delhi and Bangalore and other cities. Presently, ISI Kolkata has a campus consisting of six addresses: 201 through 206 Barrackpore Trunk Road. These include a house, which was an erstwhile office of National Sample Survey Organisation (NSSO) of India, and prior to that, a movie studio in the 1920s and 1930s.

In 2008, ISI expanded to a new centre in Chennai.

Eligibility Criteria : The applicant must be a citizen of India and should have passed the H.S.(10+2) or its equivalent examination. The general candidates must have to secure at least 50% marks in Physics, Chemistry and Mathematics or Biology taken together (40% for SC/ST candidates) and at least 30% marks in English (for all categories). In addition, candidates must secure at least pass marks in the subjects individually including vernacular (or any other fifth subject) as mentioned below:
B.E/B.Tech./B.Arch :Physics, Chemistry, Mathematics, English and vernacular or any other fifth subject.
M.B.B.S/B.D.S. : Physics, Chemistry, Biology, English and vernacular or any other fifth subject.
PHARMACY: Physics, Chemistry, Mathematics or Biology, English and vernacular or any other fifth subject.

For MBBS and BDS courses : In addition to the aforesaid eligibility criteria, the general candidates must have to secure at least 50% marks in Physics, Chemistry and Biological Sciences taken together (40% for SC/ST) in the Joint Entrance Examination, W.B.

Candidates appearing in the qualifying examination in 2009 will be allowed to sit for JEM-2009 provisionally and their admission, if merit listed, will be subjected to satisfying the minimum requirements of eligibility as specified above.

Age Restriction: Candidates must be 17 (seventeen) years of age or above as on 31.12.2009. There is no upper age limit except for the Marine Engineering course for which the upper age limit is 20 years as on 01.01.2009.
Residential Requirements: Candidates desirous of seeking admission to Government Engineering / Technology Colleges, Govt. Medical and Dental Colleges as well as to Private Medical and Dental Colleges, must have been residing in the State of West Bengal continuously at least for last 10 (ten) years as on 31.12.2008 or their parents must be permanent resident of West Bengal having their permanent home addresses in the State of West Bengal.
Reservation :Reservation for SC/ST/PC candidates are as per State Govt. Rules.
Examination Centre: To be located in the State of West Bengal and Tripura.
Cost of Application Form : The Application Kit (i.e., prescribed printed application form along with Information Brochure and a printed envelope) will be available from different Branches of United Bank of India (as specified below) on payment of Rs.500/- (for E / M type Form) and Rs.600/- for C type Form in cash .

The last date for request by post for application-kit is 18.12.2008 and the last date for receipt of completed application form by Speed Post only is 14.01.2009. Request for application form received beyond the stipulated date as mentioned above will not be entertained and the Board shall not be held responsible in any manner whatsoever for such non-receipt arising out of postal delay. The Application Kit may also be obtained from the Board’s Office only with payment of late fee of Rs. 100/- (Rupees one hundred only) in addition to the actual cost of the form. The whole amount is to be paid through a Bank Draft to be drawn in favour of “West Bengal Joint Entrance Examinations Board” payable at Kolkata / Howrah from 01.01.2009 to 07.01.2009. The application form once purchased cannot be returned or replaced.

How to Apply : The duly filled in application form must be sent in the printed envelope received by the candidate within the Application Kit by SPEED POST only so as to reach the office of the Board by 14.01.2009. Submission of Application Form by hand or courier service will not be accepted.

A candidate seeking admission to the MBBS course is eligible to take the entrance examination if he/she fulfills the following criteria:

A candidate should be a citizen of India or be a subject of Nepal or Bhutan or a person of Indian origin migrated from Pakistan or any other foreign country with the intention of permanently settling in India.
Must be unmarried. Marrying during the course is not permitted.
Should be medically fit as per prescribed standards by the Govt. of India, Ministry of Defence
Must have attained the age of 17yrs on 31st Dec of the year of application, but must not have attained the age of 22 years on that date(Not more than 24 years in case of candidates who have passed or are appearing in final B Sc examinations).

Academic Qualifications:

Candidate must have passed all the subjects opted for in the first attempt of the qualifying examinations as a regular candidate with English, Physics, Chemistry and Biology taken simultaneously and securing not less than 60% of the aggregate marks in these 3 science subjects taken together and not less than 50% marks in English and 50% marks in each of the science subjects. They must have also passed an examination in Mathematics of the 10th standard.

Number of Seats:

A total of 130 students (105 boys & 25 girls) will be admitted.

Syllabus For the AFMC 2008 Written Examination:

The general standard of the entrance examination will be that of 11th and 12th class under the 10+2 scheme/pre-medical/intermediate science or an equivalent examination of the State Education Board/Indian University

Method of Selection:

Candidates who are found provisionally eligible as per the criteria of eligibility, will be called at one of the examination centres to appear in the competitive examination on 1st Sunday of May. Issue of admit cards. however does not necessarily mean acceptance of eligibility which will be further scrutinized at subsequent stages of selection.
The written examination centre will be allotted to candidates depending upon the administrative arrangements for the examination and availability of adequate seating capacity.
The Roll Number of the candidates who qualify for interview based on the above written examination will be published in the leading newspapers. The college/DGAFMS take no responsibility for any error or omission in the roll numbers published in the newspapers.

Sex education is not just an option but also a necessity for teens nowadays. Children past the puberty stage need to be informed not only about body parts and the reproductive system. They are supposed to learn something deeper about relationships and safe sex, as these will teach them how to act responsibly when the time comes.

Sex Education for Kids

Kids eight years old and below are supposed to learn something about sexuality. They need not know everything right then and there, but they sure require satisfactory answers to their questions. Kids of this age are naturally curious and they must have decided to throw at least one at their parents. But unfortunately, not all parents are there for their kid’s inquiries. Some kids may have only one parent. Some have none at all. And more sadly, some have at set of parents who fails to understand what it means to give their children the right amount of attention.

But whichever the case, kids here are the different things kids aged 3 to 8 years old have to learn about sex and their sexuality:

1. Boys and girls are different. There are certain body parts that are exclusive to boys and there are parts that only girls have. Basically, they are called the reproductive organs. And because they are still kids, these body parts are not yet fully developed. But as they begin to grow, several changes are expected. These changes are normal, and so there’s no need to be afraid.

2. Puberty is the start of adulthood. The changes are going to be apparent as one enters into puberty. The exact age of puberty cannot be determined as it varies from one person to another. Some kids enter into it as early as 8 years old. But generally, it happens between 10 to 12 years of age. At which point, the body suddenly grows very fast.

3. Basic Changes In Boys. Boys tend to grow 4 inches taller in a matter of just a year. And to complement this growth, their shoulders starts to widen and their bodies become a lot muscular as well. Their voice suddenly becomes deeper. Their genitals are enlarged too. Pubic hair will start to grow and mustache is expected. Boys would also experience spontaneous erections at this point.

4. Basic Changes in Girls. Girls will develop during puberty as well. Girls usually gain a little bit more weight and their hips starts to widen. Their breasts will begin to develop too. In two years time, girls are going to have their regular menstrual cycle. Girls, and boys too for that matter, will begin to notice acnes developing in their faces.

5. Emotional changes. Because hormones cause these changes, emotional changes are also anticipated. Emotional outbursts, confusion, the feeling of being sad and alone, very strong emotions, and mood changes all happen. These are but normal. But just the same, if any of these emotions seems to be out of proportion, it is always good to consult with a health professional.

Why You Should Teach Your Children About Sex

A lot of people, and even cause-oriented groups, believe that children should be taught about sex and their sexuality in an early age. But as kids, what really is in it for them? How can you gain from it as parents? And what good does sex education can give to your children?

Sex education is a very important subject that every child has to be aware of. The concept of the child’s sexuality needs to be inserted sometime in their life, most preferably before they reach puberty. And it does not only prepare them for the adult life ahead. It also makes them a better person with the right values in the process.

Schools have now adapted sex education to become part of their curriculum. This is how important the subject has been since it is first introduce several years back. Today, all schools take it as part of their duty to provide every student the right information about sex and to inculcate in them the right beliefs, attitudes, and ideas about their identity, sexuality, and intimacy.

But sex education is not all about relationship and intercourse. Teaching it also includes the stages of a person’s physical development, his body image, gender roles, and even his emotions. It is the topic that teaches the younger ones about how they came to be, the way they are expected grow, and their ability to reproduce offspring themselves.

Another important point why sex education needs to be taught to children is to make them aware of the things that will happen within themselves and their social world. Sex education will take away the ignorance that can lead young adults to commit errors in their judgments as far as coupling and sexual interaction are concerned. With proper sex education, the incidence of teen pregnancy and irresponsible parenthood can be controlled.

Sex education will not only enrich the minds of your children. It will also boost their confidence and self-esteem, which consequently, a lot of youngsters seem to lose as they enter puberty. Those without adequate learning about the changes happening in their bodies end up being either afraid or confused about the situation they are facing. And if this dilemma is not addressed right away, the child may grow up shy and intimidated amidst other people.

With all these said, it is a must that sex education start at home. Parents should take it upon themselves to inform their children in a subtle and low-key manner what sex and sexuality is all about. This is quite fitting, as almost all children tend to be very curious about themselves and the world they live in. And surely at one point in their life, they are going to ask a lot of questions about themselves and the things around them. As parents, you should take that as an opportunity to introduce sex education to your kids.

What Kids Should Learn In Sex Education

Debates go on and on as to whether to teach children about safe sex or to influence them toward sexual abstinence as they go through their young adulthood life. While several groups and advocates still can’t make up their minds, there are some basic things kids and teenagers have to know first.

First off, kids have to be taught about their sexuality and the body parts that are gender specific. It is also important to teach them what changes they can expect in the near future or when they reach the puberty stage. Teaching them the roles and functions of each body part will also serve as a good framework in teaching them about the reproduction process.

Young kids are likely to ask how they were born and how they came to be. These are good signals as to when parents can introduce to their kids about the reproduction system and the process of conception. Depending upon their ages, parents can thoroughly explain every stage and what exactly happens in each of them.

And once it is clear to the children the idea of how babies came to be, the concepts of love, courtship, and intimacy come next. These concepts anticipate the child’s social interactions, mostly to the persons of the opposite sex. It is okay to tell children that some emotions are normal. An open communication between child and parent is necessary, especially when they reach this point. Children past the puberty stages are expected to undergo first hand experiences about relationships. Parental guidance is very important.

Teenagers past the age of puberty will already have well-developed bodies and are most of them are likely to go out in dates and other social gatherings. This is actually where the debate as stated previously needs to be settled. And the only persons who can decide which is best for their children are their own parents. If parents feel that abstaining from sexual relations at an early age is best for their kids, it is imperative that the value of doing so is inculcated in them. If on the other hand, they favor the use of contraceptives, they should always be there to explain why and when they should be used.

Sex education does not necessarily have to be taught in one go. It is a gradual and evolving process, mostly to make sure that what parents teach their children are up to the times and are highly accurate. The schools and the community the children belongs to are now actively participating in the process of teaching young adults about sexual health. Parents are not alone anymore in tackling this rather difficult and awkward topic. Then again, it is still the parents’ responsibility and the teenager’s duty to make sure that they receive and accept only the right information about it.

Effective school-based sex education

School-based sex education can be an important and effective way of enhancing young people's knowledge, attitudes and behaviour. There is widespread agreement that formal education should include sex education and what works has been well-researched. Evidence suggests that effective school programmes will include the following elements:

A focus on reducing specific risky behaviours;
A basis in theories which explain what influences people's sexual choices and behaviour;
A clear, and continuously reinforced message about sexual behaviour and risk reduction;
Providing accurate information about, the risks associated with sexual activity, about contraception and birth control, and about methods of avoiding or deferring intercourse;
Dealing with peer and other social pressures on young people; providing opportunities to practise communication, negotiation and assertion skills;
Uses a variety of approaches to teaching and learning that involve and engage young people and help them to personalise the information;
Uses approaches to teaching and learning which are appropriate to young people's age, experience and cultural background;
Is provided by people who believe in what they are saying and have access to support in the form of training or consultation with other sex educators.

Formal programmes with these elements have been shown to increase young people's levels of knowledge about sex and sexuality, put back the average age at which they first have sexual intercourse and decrease risk when they do have sex. All the elements are important and inter-related, and sex education needs to be supported by links to sexual health services, otherwise it is not going to be so effective. It also takes into account the messages about sexual values and behaviour young people get from other sources, like friends and the media. It is also responsive to the needs of the young people themselves - whether they are girls or boys, on their own or in a single sex or mixed sex group, and what they know already, their age and experiences.

CBSE: Sex education to start from kindergarten.

Soon, there will be open discussions in classrooms about drug abuse, homosexuality and reproductive health. With adolescents becoming more and more vulnerable to drug and sexual abuse, CBSE is set to introduce from next year adolescent education in the curriculum for all classes from KG to XII. Named as Adolescence and Reproductive Sexual Health Programme (ARSH), it will address issues related to nutrition, health, hygiene, physical fitness and mental health besides drug abuse, reproductive and sexual health and HIV-AIDS. There will not be a separate subject on it but the topics will be covered through activity-based programmes. "Topics related to sexual changes at puberty, substance abuse, myths concerning the reproductive growth of a child and sexually transmitted diseases will be a part of the curriculum," said Usha Ram, principal, Laxman Public School, who was a member of the committee constituted to prepare the module.

The CBSE’s efforts to introduce sex education in schools under its Adolescent Education Programme (AEP) has run into a wall in Maharasthra, where the state Government has succumbed to demands from MLAs and declared that not only will it ban all books on sex education that are part of the CBSE school syllabus, it will also not introduce the subject in Std X at schools following the state syllabus.

The decision comes in response to a demand from both Opposition and ruling party MLAs, some of who believe sex education can corrupt young minds.

Minister of State for School Education Hasan Mushrif announced the decision in the Assembly after the Opposition and Treasury benches held up copies of excerpts from the CBSE syllabus and demanded that the state refrain from introducing sex education in schools.

Some MLAs also waved copies of a state government-published booklet, Kishorawastha Jivan Kaushalya Karyakram, that instructs teachers on how to introduce sex education.

Even this demand, Mushrif conceded. “The booklet published by us is for use of teachers not students,” he said. “But we are withdrawing it. And as far as sex education books in CBSE schools are concerned, we’ll ban them they way we banned James Laine’s book (on Chhatrapati Shivaji Maharaj). We will inform CBSE.”

The issue was raised in the House through a calling attention motion by Rajendra Patni (Shiv Sena) and others. They alleged that “western countries” had compelled the Centre to introduce sex education, which had the potential of “spoiling the younger generation”, in CBSE schools.

They demanded action against “such books” and also opposed the state government’s own efforts to introduce sex education. Though the minister circulated a written reply, they were not satisfied, so the minister made the announcement.

Many MLAs, from both sides, had rushed to the well of the House to demand immediate action, creating a din that prompted the Speaker to adjourn the Assembly for 30 minutes. The minister then announced the ban on the CBSE book and assured members the state itself won’t introduce sex education in schools following the state syllabus.

The controversy began, across many parts of the country, actually, after the Centre sent out a circular for immediate implementation of the Adolescent Education Programme (AEP) in all CBSE and state-syllabus schools. The uproar is over the handbooks, the flip-charts, and fact sheets, which are in fact meant for teachers, sent out as part of the programme.

Former HRD minister feels sex education corrupts kids

Former Human Resource Development minister Murli Manohar Joshi on Saturday exhorted parents to withdraw their children from CBSE schools, where sex education was being taught.

He also called for a national campaign to close down CBSE, if the government fails to withdraw its Adolescence Education Programme.

At a rally organised against sex education by the Siksha Bachao Andolan Samiti on Saturday, Joshi said educating children from 5 to 14 years of age about sex was wrong and it was necessary to stop it.

He viewed that sex education will transform student teacher relation into that of a man and a woman. “I think the government wants to import the western culture of sexual relation between student relation to India,” he said.

In this context, he said, parents should meet teachers and principals and tell them: “Agar sex education bandh nahi kiya, to na tum rahoge nahin tumara school (If you don’t stop teaching sex education neither will you remain nor will your school)”.

He said introduction of sex education was what multinationals did to create the desire for sex among teenagers to sell their products. “It is not sex education. It is education to sell condoms,” he alleged.

He cited the recent controversy over India’s HIV/AIDS figures falling from 57 lakh to 27 lakh. “These companies were behind the inflated figures,” he said. All speakers agreed with his point.

Joshi also feared that the HRD ministry’s sex education programme was aimed at breaking India’s family system and its ethos.

“I don’t know what Human Resource Development minister (read Arjun Singh) wants to do to this country. No religion will allow this. Not even Marxist. Only an anarchist can do that,” he alleged. He added that there was no need for a separate curriculum on sex education because “there is enough knowledge on sex and reproductive body functions in Biology taught in schools”.

Finding leaders from religious groups like Jamiat-Islami-Hind and leaders from Church at podium, Joshi called for a national alliance of all religious groups for a campaign to stop introduction of sex education.

“Even in Parliament, I found leaders cutting across political parties objecting to sex education programme,” he said, while asking the samiti to form a national level committee for the campaign.

The samiti has already written to teachers in Delhi stating that teaching sex education can land them in trouble.

The parents can book them for outraging the modesty of a woman or dishonouring a person carrying punishment upto two years, says a letter written by Dina Nath Batra, national convenor of the samiti.

Ban sex education, teach kids yoga: Ramdev

After Maharashtra government’s reluctance to introduce sex education in schools last year, it is now Yog Guru Baba Ramdev’s turn to stir up the hornet’s nest.

According to Baba Ramdev, there should be a complete ban on sex education since students are unprepared for sex education.

“Children are not mature enough to understand how to use a condom and how to have a safe intercourse,” says Baba Ramdev.

But at a time when sexual crimes are on the rise in the city, experts in the state are questioning the legitimacy of demanding yoga training at the cost of sex education.

“How about teaching yoga as well as giving sex education to children. Why should they be deprived of one and given only the other,” HOD, Department of Sexual medicine, KEM hospital, Dr Rajan Bhonsale.

But the Baba believes in catching them young and it seems that after holding seminars in Delhi school.

He is out to convince parents in Mumbai that yoga will solve their fears of teen sexuality.

However, parents across the city also feel that sex education is an important part of education and should not be sacrificed for yoga classes.

And with parents demanding sex education themselves, it is high time the government and spiritual gurus lets go of their own hang-ups.
